As far as I remember both. That means it can receive SUBSCRIBE, so that other devices can monitor the device state (especially off-hook). And it can send out SUBSCRIBE to display the state of other devices.

There is a snom button on the phone which opens the web browser for that phone. Then you can set up the LED keys. It is a faily old version already. If you want the latest stuff, you need to buy hardware...
