In case there isn't Contact header in REGISTER request (the rfc says Contact
header MAY be included) what should be the   

Transport protocol used for incoming requests to that UA?  Should it be as
the transport protocol in the 

Request?

Yes it can. The registered transport will be used by the registrar/proxy

to send inbound requests to the UA which registered to it
