An unreliable provisional with to-tag is sufficient to establish the
early dialog. Certainly if the UAC receives such a provisional then both
it and the UAS are aware of the dialog so its ok for it to send an
OPTIONS or INFO within the dialog. If the UAS has sent the unreliable
provisional then it cannot be certain that it has been received. It can
still send an OPTIONS or INFO and hope that the provisional was received
to establish the early dialog, but it runs the risk of the OPTIONS or
INFO failing if the provisional was lost.
