I thought I already covered that. If the UAS has received something from 
the UAC indicating that it knows there is an early dialog then the UAS 
can safely send something within the dialog. If the UAS has sent a 
provisional with a to-tag but has not yet received any indication that 
the UAC has received that, sending something within the dialog is 
chancy. If for some reason the provisional was lost then the request 
within the dialog will fail.
