16.7.6. Choosing the best response
If there are no final responses in the context, the proxy MUST send
a 408 (Request Timeout) response to the server transaction.
16.8 Processing Timer C
If the client transaction has not received a provisional response,
the proxy MUST behave as if the transaction received a 408 (Request
Timeout) response.
Some how confusing, one talkig about final response another about
provisional.
Final responses are > 2xx, so which one is right.
Logical is that it is final not provisional, but ... can somebody comment.
