Thanks for comments.

Seems i mess up 2 terms.

Timer C is in client transaction, and thre not received a provisional 
response then 408 otherwise Cancel.

For proxy context, 408 when no final response received.

But yep all logical now, - i hope some day RFCs will be clearer to 
read.... .
