Hi Somen,

There are many Gateway which use 183 Session progress for Error playing 
when PSTN
side phone are switched off or some other error reason.
Not sure about list of devices which plays these Tones.
But it is very easy to implement using 183 Session progress Response.

For example a UAS OR State full proxy (with Media server capability) can 
give
183 Session progress and start playing any file. Once the call got 
established with
200 OK, stop file playing.
