What your talking about is parking the media. This is when the phone hits hold the call will be "re-invited" to a media server that plays the music. When the call is taken off hold then another reinvite is made to return it to the callers phone. It is RFC 2543 Park Media. If you want to see a SIP stack of it let me know.
