Some UAs will report 486 Busy. Others (imitating PSTN "key sets") will allow the incoming INVITE to ring "on another line". Of course, this latter situation, with both ends of the call on different "lines" of the UA, is not particularly useful, but it is logically consistent and consistent with historical behavior of multi-line phones (so the users aren't confused).
