Yes, but there's no such thing as generic behavior here;  it depends on 
what the UAS side is.

If it's a B2BUA, it'll generate a new dialog and the UA should accept 
the incoming call the same way it accepts any other incoming call.

If it's a proxy, the UA should reject the call because it will have the 
same Call-ID, CSeq, tags, etc. and thus be considered a loop.
