I was of the understanding that requests and responses should be
re-transmitted irrespective of the transport reliability in case of
unreliable hops on the route. However I had reason to question that
understanding and upon checking the RFC I'm now not sure what the correct
behaviour is?

"13.3.1.4 The INVITE is Accepted
...
Since 2xx is retransmitted end-to-end, there may be hops between
UAS and UAC that are UDP.  To ensure reliable delivery across
these hops, the response is retransmitted periodically even if the
transport at the UAS is reliable."

Seemingly conflicts with.

"17.1.1.1 Overview of INVITE Transaction
...
The request is not retransmitted over reliable transports.
...
For unreliable transports, that response
is retransmitted periodically, and for reliable transports, it is
sent once."
