Your understanding is correct for rfc2543 but not rfc3261.  As you noticed, 
rfc3261 doesn't always use the same retry rules over both reliable and non 
reliable transports.  Although the rfc3261 appendix timer table can be 
misleading (especially concerning Timer G), it does provide a good summation 
and reference for the letter timers.  Draft-ietf-sipcore-invfix introduces more 
letter timers.
