Hi If the P-CSCF is rejecting the Subscribe, you can change the "route[Orig_Initial]" rule in pcscf.cfg file If the S-CSCF is rejecting the Subscribe, you can change the "route[SUBSCRIBE]" rule in scscf.cfg file
Basically, you can customize the x-CSCF configuration files to meet your specific requirements. In your case, you can simply comment out the code which sends a 403. Hope it helps.
