Hi

If the P-CSCF is rejecting the Subscribe, you can change the 
"route[Orig_Initial]" rule in pcscf.cfg file
If the S-CSCF is rejecting the Subscribe, you can change the "route[SUBSCRIBE]" 
rule in scscf.cfg file

Basically, you can customize the x-CSCF configuration files to meet your 
specific requirements. In your case, you can simply comment out the code which 
sends a 403.

IP:Port(Actual TCP PortNum (14162)) and checks whether this is registered.*

*Since it does not match 403 Forbidden is returned by Open-Ims Server. *
