Section 1 indicates the following.

"These call flows are based on the current version 2.0 of SIP in RFC
3261 [RFC3261] with Session Description Protocol (SDP) usage
described in RFC 3264 [RFC3264].  Other RFCs also form part of the
SIP standard and are used and referenced in these call flows."

Yes; RFC 3261 requires that the UAC know how to behave when forking results
in multiple early/confirmed dialogs.

However as discussed within
draft-jesske-dispatch-forking-answer-correlation, some devices are
non-compliant and some B2BUAs attempt to accommodate them.
