I'm actually not convinced of that. I don't think people only use INFO because it was convenient for experimentation, and that given the choice of modifying it to fix some issues vs. completely changing how they implement feature XYZ, that they would choose the latter. I think they use INFO because it achieves what they need to do in the simplest and most scalable way, and the KISS principle is strong motivation for many. In particular, for the DTMF use of INFO my guess is many vendors would be willing to add explicit negotiation, rather than doing subscribe-KPML.
