You won't, and if you do nothing we do will prevent it.  As you said, most 
devices won't do Info-packages to begin with.  If a vendor who makes a 
proprietary info package creates it in such a way that call attempts fail if 
the other side doesn't do their info-package, then they're way too dumb to put 
a generic info-package option tag in Require header anyway.

And again, having it for the generic info-package concept won't be good enough 
either - as soon as you support any info-package at all, then all of the sudden 
their call attempts start ringing and failing because you don't support their 
specific proprietary one.
