factory default values for its settings for a particular firmware
version. <mac-address>-sipx-phone.cfg is the file that contains settings
that are exposed to sipXconfig web UI, and will override the factory
default settings. You can't  change and add <mac-address>-phone.cfg to
<mac-address>-phone.cfg.

As Scott suggested, if you believe some settings are indeed necessary to
expose the sipXconfig web UI, then fire a feature request is the way to
go.
