OK, so now it works with no punctuation in the number, but not if I add the punctuation back in, either as
(XXX)XXX-XXXX or XXX-XXX-XXXX format. I don't really see a way to use the dialing rules to get around the problem. It would be nice if the phone numbers would display with punctuation on the phone book page (to make it easy for the user to read), but still dial correctly when clicked. Maybe a modification to the code that renders the html is needed so that it displays the phone number with punctuation, but omits the punctuation from the hyperlink?
