I'd start by looking at that import file to see if there are any other
trailing or leading spaces, etc.  I'd also look at the format of that
number you are trying to dial, try taking out the parens, the hyphens,
etc. to get to just digits, and then ensure that those digits are in a
dial plan somewhere that makes sense.

 

Open a packet capture on the port for your server and open a VOIP dialog
to see what it is doing.

What's actually happening is that it rings my phone, I lift my phone, it
hangs up without placing the outbound call.

That got me one step closer.   Now it rings my extension, but hangs up
on me as soon as I lift the receiver.

I don't see any activity in the logs or the trace.   Not sure what to
look at next.

Do you have a space between sip: and 616 ? That could explain the
error. That would be an invalid SIP URL.
