I'd start by looking at that import file to see if there are any other trailing or leading spaces, etc. I'd also look at the format of that number you are trying to dial, try taking out the parens, the hyphens, etc. to get to just digits, and then ensure that those digits are in a dial plan somewhere that makes sense.
Open a packet capture on the port for your server and open a VOIP dialog to see what it is doing.
