It appears that polycom only situations work as expected.

Although a external polycom polycom will exhibit the same issues (where you can 
only talk to the lg of the conference that you were on when you hit 
conference). So if you're a polycom call polycom and try to conference in 
external, when you're on the phone with external and hit conference, you can 
only talk to external.

Can you reproduce the problem in an all-polycom conference?  If you have three 
polycom phones registered locally with your sipXecs, are you able to 
successfully set up a conference between the three?
