OK I did solve this issue. 

I was on firmware 3.1.3 Rev C and could not get conferencing to merge with 
outside callers.

I downgraded the firmware to 3.1.2 Rev C and all the problems ceased. I have no 
problems making conference calls on this firmware for the polycom's.

Just in case someone out there comes across this issue.

Ok, what kind of gateway are you using?  Also, can you try this - make a call 
between polycom and 'external' and then from the polycom, put the call on hold, 
keep it like that for about 15 seconds and then retrieve it from hold.  Do you 
have two-way speech path after you retrieve the held call?
