OK I did solve this issue. I was on firmware 3.1.3 Rev C and could not get conferencing to merge with outside callers.
I downgraded the firmware to 3.1.2 Rev C and all the problems ceased. I have no problems making conference calls on this firmware for the polycom's. Also, can you try this - make a call between polycom and 'external' and then from the polycom, put the call on hold, keep it like that for about 15 seconds and then retrieve it from hold.
