What I assume from this is the phone HAS the public IP address listed. If
not, the mechanism used to traverse nat (since it is also routed), is where
you should look if the phone indeed has a private IP address.

I would strongly suspect an ALG/SPI or PROXY is sitting in the way at the
other end. I know you said it don't, but I think you need to look closer.
