Memory really is the deciding factor.  When we where testing our OEM appliance 
designed for sipx we started at Core2 Duo 1.6GHZ cpu as a minimum.  Other than 
a longer startup of java process during the initial start of sipx, we never got 
CPU about 50% even with 250 sip registration and a heavy load mix of voicemail 
and sipxbridge calls.  

But we easily chew through 2GB of memory.  4GB is a nice range. 

We are load testing 4.2 now.  I think overall the services are even less cpu 
bound with the exception of sipx-config which seems the new layout/skin soaks 
up cpu cycles when working in the gui.
