More likely it is just timing out in receiving the ack from the phone that it is restarting. sipxconfig waits "only so long", it is not exactly patient. sipxconfig waits until a certain period and then "writes" the that it failed. It is the bootserver that sends the message, and bootservers have that time period hardcoded. It usually indicates a slow network link. If it is responding, rebooting, and picking up the profile, there is nothing broken in sipx, just the network link the phone is on is slow. It might help if the phones are on a vlan with qos/precedence.
