As you currently describe It, no, it’s not available. That’s called hotdesking or hotelling and is not currently a feature of sipXecs. It has been added as a feature request some time ago: http://track.sipfoundry.org/browse/XX-4987 if you’d like you can go vote on it but it’s currently not on the roadmap that I’m aware of.
