As you currently describe It, no, it’s not available. That’s called hotdesking 
or hotelling and is not currently a feature of sipXecs. It has been added as a 
feature request some time ago: http://track.sipfoundry.org/browse/XX-4987 if 
you’d like you can go vote on it but it’s currently not on the roadmap that I’m 
aware of.

In ShoreTel, phones could be "unassigned" and have no associated extension. Any 
user could assign their extension to the unassigned phone,  from the phone.

We do this because users roam from desk to desk.

if user can program in his account/password/id/ proxies he can 'add a phone'.
and it will show up in registrations.
