Registration functionality is in sipXtapi, though it might not be working at the moment. But most likely, there is some disagreement in your identity configuration between sipXtapi and the server. Do capture a packet trace and send it to the list. Also, remember that PlaceCall doesn't need to register, as it only sends calls. ReceiveCall needs to register, of course.
