That should have worked... I seem to remember connecting that function
call when I integrated the speex preprocessor. It isn't uncommon for
the documentation to remain out of date, and I am sorry to say I never
updated it with my patches.
I have a very old code base on my development system so I am not sure
of how much more help I can offer. You can look at the speex
preprocess resource and disable the AGC there.

Sounds like you have auto gain control enabled. This is a known issue
with Speex. There are some tuning parameters that MIGHT be able to
help (look at the speex_preprocess resource in sipx_medialib.)
Otherwise, turn of the AGC.
sipxtapi is the more stable of the branches. They should stay fairly
close for voice, but media-update is being used to develop video
support.
