DTX stay for Discontinuous Transmission. Inside sipXmediaLib
frames of audio are flowing through many so called "resources", which
are processing blocks. And if no audio in silence period no audio is
flowing to reduce processing CPU cost.

Talking generic, if you have a patch which fix some bug it will be checked in
to svn if it (1) really fix the bug and (2) conform to coding style guidelines.
In this particiluar case I just need to find some time to fix this by myself.
