Actually, this is not true, it's not a standard interface, though I've tried to 
make it function similar to actual standard interfaces (such as the Colors and 
Fonts panels and controls.) However it is true that we are not responsible for 
which are the valid values for the line styles (Adobe is) and we are also not 
responsible for how notes are drawn based on these values (Apple is.) As it is, 
Apple just draws these 3 valid line styles as if it were "Solid line style". 
You can file a bug report with Apple if you like. All we can do is gray out 
these options to indicate that they're not active (yet, they may be in a future 
OS release.)
