Yeah, that would be a job for scripting, I think.  For instance, using 
AppleScript you might be able to construct a URL in Skim that links to a 
specific page:

http://bluedragon.blog-city.com/jump_to_a_pdf_page_or_section_via_a_url_request.htm

However, I don't know if opening those works with Skim, and it would require 
some care when storing them.  File URLs are pretty fragile for long-term 
storage.
