No, that would never work. When I said that there's no generic way, I was actually talking precisely about tricks like these. The fragment of the URL (that's what the part after # is called) isn't passed to the app by the Mac OS, so Skim would never know about it. My guess is that your link is about a Windows app? The only way I can think of is to use (Apple)Script to open the PDF and go to a particular page. (Similar to what TeX editors can do for the sync feature.) But then the source app should be able to use an (Apple)Script that targets Skim specifically. So if the app doesn't say that it does explicitly support such a thing, there's no chance.
