It sounds like you're calling a land line or cell phone, unless I'm 
mistaken.  I've sometimes heard things like touch tones etc. while on calls, 
but not sure.  I'm wondering if it is the equipment which is handling the 
call between you and Africa?  More specifically, the persons telephone line 
emitting that type of noise?  Skype isn't perfect, but it seems to work.
