Belated answer: If this is still a problem, we should probably talk sometime about it. The only two things I've seen that fit your description are help/promo text, which won't do that anymore in Skype 4, and initial help text that appears before your first use of a control, which should have a Close button findable with the JAWS cursor, at least so I thought.
