That long message about needing a JAWS restart is usually caused by either of two things: Unloading and reloading JAWS while Skype is running, or loading and unloading Narrator or another screen reader while JAWS and Skype are both running. Either way though, it's not related to the Verbosity/Options dialog or changing the Command key from within it.
I admit the Skype Command key option in Verbosity is an unusual situation, but it's the only Verbosity option these days that lets you enter something directly instead of pulling it from a list. I think it's clear that we would not want to make users try to select the key they want from a huge list of all possible keys, and since international keyboards can vary in ways I've not personally seen, that wouldn't be practical anyway. Apparently that "Skype command key" can mess things up royally. I cannot really understand why the verbosity acts differently than other JAWS programs- that is, spacebar does not toggle through the available options.
