I think the main reason why developers on the Windows side of things, don't get it, is because they don't have a good quality screen reader to test things out with. I find Mac developers to be a lot more responsive to access concerns, and that's mainly due to the fact that they can bring up voiceover, the screen reader on the Mac with command-f5, and just with knowledge of four or five commands, they can easily test their app. What people might try, is following Skype on twitter, at http://twitter.com/skype.
