I've noticed we have to by skype credit for making phone calls other than
tol-free numbers. but I was unable to understand how much they ask for it
and it's bit confusing, though.

You asked about making phone calls from Skype for free.
Skype calls to another computer are free but to call a regular
telephone you need to either buy Skype Credit and pay by the
minute or purchase a subscription. There are various
subscriptions available covering either just one country or
anywhere in the world you can call with Skype with a
subscription. Subscriptions are for either three months or one
year.
Check the Skype web site for particulars.
