I personally suggest you look at something akin to a "Maximum Memory Usage" property attached to the inventory item. Scripts can only request up to a maximum of that property - customers can then inspect that property to find out what the maximum use is going to be.
Of course, it won't be perfect - objects rezzing other objects could use more memory; but the same goes for prim counts right now.
