[SLUG] Apache query

I have an Apache (1.3.3) that is behaving oddly.

A request for /index.html/JUNK/MOREJUNK returns the contents of
/index.html.  And ditto for any other file, e.g.
        /about/two.html/BLAH/MOREBLAH/BLAHBLAHBLAH
returns the contents of /about/two.html

Does anyone know what is causing this and how to stop it?
