Big big mistake, ftpusers is a deny file, put the use you DON'T want access
to the system in here.

And yes I agree, Me thinks that this is the wrong way round, it should be
unless you are specifically granted you are denied. But as with every thing 
Linux you can fix that by editing the file /etc/pam.d/ftp and changing the 
first line so that sense=allow instead of sense=deny.
