I use the mirror package for ours, but then, we do all our server installs
from our http://debian, so we like to have most everything local. :)

In a small environment, won't most of the users just be snarfing what the
other users are anyway?
Why not apt through a local http proxy/cache of some description, packages
will be slow the first time they're retrieved, but blindingly fast for
everyone else, and you don't bog your link down with unnecessary stuff.
