Mmm - 'apt-get install mirror'. One of the files in /usr/doc/mirror has
information on configuring mirror to snarf the non-us Debian stuff,
extending it to get the rest is easy enough (might want to move to a
debian site in *.au though :)
If you're mirroring potato, daily traffic will be low (compared to
mirroring unstable).

I've not used rsync much.. for debian aren't you rsyncing the iso? Seems a
pain in the ..
