My ntp.conf for my timeservers looks like:

server ntp.saard.net
server ntp.adelaide.edu.au
server ntp.iprolink.co.nz
server time.deakin.edu.au
server ntp.optus.net.au
restrict 202.139.83.40 nomodify noquery notrap noserve
restrict 203.21.37.18 nomodify noquery notrap noserve
restrict 129.127.40.3 nomodify noquery notrap noserve
restrict 203.96.0.18 nomodify noquery notrap noserve
restrict 128.184.1.1 nomodify noquery notrap noserve

for specifying the upstream clocks.

The firewall allows UDP in and out from source port 123 to dest port 123.
