It's not always smotth, but its certainly possible. Ubuntu can also do the samething. ie. Friend had Ubuintu Breezy installed and recently did a apt-get dist-upgrade to Ubuntu Dapper. Of course he had some odd problems, but managed to work through them and get the machine upgraded without the need for a reinstall.
