This is for a developing world project...

Some problems I can see.

Paper needs printers, toner, printer paper and more electricity, and smudges, and isn't rewritable, and doesn't hold much information, and isn't waterproof, and can be bent, spindled or mutilated, or burned.

A smart card has none of these problems, and is probably cheaper if you need to do more than about 10 writes (toner is expensive).
