Just guessing here, but I think pretty much all phones built this century
are WAP capable. As such, I would think a minimal HTML file would work.

Try something like

<HTML>
<PRE>
Hello, world! This is some plain text.
</PRE>
</HTML>

plopped into helloworld.html
