30dBm is not the max.  It is 30dBm plus up to a 6 db antenna. Then there is the three to one rule for point to point applications which is why there are 24 db antennae certified with the equiptment. The warning that simple monitor shows is simply wrong. If it was correct then you could never user the 24 db antennae that is certified with them.

The reason is logically very simple.  The maximum output is +17 dBm and the antenna is rated at 13 dBm.
 
The total of the two added together is +30 dBm which is the maximum allowable EIRP in the USA.
 
If they increase the antenna gain, they will have to decrease the output, since this transceiver unit is capable
of multiple types of operation.
 
Smartbridge is not going to bet on  you, the installer, in Lufkin, turning down the power.
