Now where did you get such an idea from ?? Max allowed radio output according to FCC regulations is 30dB and can then be used with an antenna of MAX 6dB this is the base scenario so max allowable EIRP in USA is 36dB not 30..
However there are special case when you have a radio that talks point to point (only one radio talking to max one radio) then your allowed to subtract 1dB on the radio output and add 3dB on the antenna gain. So you can for a point to point go as high as 48dB (24dB radio and 24dB antenna) EIRP as long as the antenna and radio combination is system certified. Also a a client radio that talks to ONE AP will fall under the point to point rules so the CPE can use 48dB talking to the AP that can be 36dB.. There are LOTS of system certified solutions that allow these power levels out there in FCC territory. With sB "poor" output of only 17dB you could put (if system certified) the biggest 2.4Ghz antenna you can find and run legal in FCC territory. 30-13 = 17... (13*3)+6= 45dB (never seen any 2.4Ghz antenna higher then ~27dB) so following the FCC rules you COULD output 62dB EIRP with a sB radio (if you can find a 45dB antenna that you can system certify with the sB radio.....)
