Earl it is NOT a SB choice it's an ATMEL choice it came with the chipset I believe it's like the intel chipsets the vendor can't be picky how the chipset is designed.
I think it would be more correct to say it was an Intersil choice, since the Atmel microcontroller gets the RSSI value from the PRISM2 chips.
The RSSI value can be 8 bits (0-255) according to the IEEE spec, but the range and the exact meaning of the value is not defined by the spec so it is vendor/chipset specific.
