Could you arrange dial-up access to reboot "from the other side"?

I have a customer who wants to network his office with 2 other locations.
They are out in the middle of nowhere, no los between any location but they
all
have los to a tower we have access to.

The main office has a T-1. This will be a private network.

The 2 scenarios I have come up with is:

1. T-1 ---- APPO ----> APPO in C/B mode -------> ABO (2 in different
locations).

2. T-1 ---- APPO ----> ABO === ethernet === APPO -----> ABO (2 in different
locations).
     (The bad thing about this set up is if the ABO on the tower looses
association you
       have to be on the other side of it to reboot remotely, this site is
140 miles from the office.)

Is there any other setup I should be aware of?
